Fair Use Policy
WhoLayer is priced on credits, so you pay for what you use. This policy keeps the service fast for everyone, including customers who connect AI agents that make thousands of calls. It is part of our Terms of Service.
Credits are the limit, not a hidden cap
There is no secret ceiling on paid plans. You can use as many credits as you are willing to pay for, at the rates on our pricing page. Set a monthly spend cap on the Usage page of your dashboard if you want a hard stop, and a daily cap on any API key.
API and MCP rate limits
| Plan | Requests per second, per API key | Rows per /bulk request |
|---|---|---|
| Free | 2 | 1,000 |
| Starter | 10 | 1,000 |
| Growth | 25 | 1,000 |
| Scale | 100 | 1,000 |
| Platform | Up to 1,000 | Custom |
When you hit a limit, the API returns HTTP 429 with a Retry-After header. Requests that are rate-limited are never charged. Need more? Ask about Platform.
What counts as unfair use
- Using several accounts or API keys to get around limits or free credits.
- Repeating the same lookup in a tight loop. Send an
Idempotency-Keyheader and retries of the same request are free for 30 days, so there is no reason to. - Systematically downloading our database, for example by walking search results across every company or title.
- Reselling results or exposing the API to third parties without a Platform agreement.
Agents
Agents are welcome. Give each agent its own API key so you can see and cap its usage separately. If an agent misbehaves, for example by looping, we may pause that key and email you rather than suspend your account.
What we do about it
We will contact you first and work with you to fix the problem. If abuse continues or puts the service at risk, we may throttle or suspend the affected key or account.
